APPLICANT REQUESTS THAT:
His DD Form 214, Armed Forces of the United States Report of
Transfer or Discharge, be corrected to reflect award of the
Vietnam Service Medal (VSM).

APPLICANT CONTENDS THAT:
The VSM is missing on his DD Form 214.
In support of his appeal, the applicant provides copies of his
DD Form 214.

STATEMENT OF FACTS:
The applicant is a former member of the Regular Air Force who
served on active duty from 4 February 1969 to 22 November 1972.
His DD Form 214 reflects he served 3 years, 9 months, and 19
days on active duty with 11 months and 24 days of Foreign
Service.

provided by the Air Force offices of primary responsibility at
Exhibit C.

AIR FORCE EVALUATION:
AFPC/DPSID recommends denial. DPSID states that after a
thorough review of the applicants military personnel record,
they were unable to verify the applicant was awarded the VSM.
In addition, they were unable to locate documentation verifying
he served in the area of eligibility for award of the VSM.
While the applicant contends he was sent on a classified
temporary duty (TDY) assignment to Da Nang Air Base, Vietnam, in
April 1972 for a total of 60 days; there is no official
documentation in his record supporting his claim, nor has he
provided any.
DPSID indicates that based on their review, they were able to
determine the applicant should have been awarded the Korean
Defense Service Medal (KDSM) for his service from 4 February
1969 to 22 November 1972. As a result, his record will be
administratively corrected to reflect award of the KSDM.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the
applicant on 14 March 2014, for review and comment within 30
days (Exhibit D). As of this date, this office has received no
response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. We took notice
of the applicant's complete submission in judging the merits of
the case; however, we agree with the opinion and recommendation
of the Air Force office of primary (OPR) responsibility and
adopt their rationale as the basis for our conclusion that the
applicant has not been the victim of an error or injustice in
regard to award of the VSM. However, we concur with the Air
Force OPRs findings to administratively correct the applicants
record to reflect award of the KDSM. Therefore, in the absence
of evidence to the contrary, we find no basis to recommend
granting the applicants request for award of the VSM.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that
the application was denied without a personal appearance; and
that the application will only be reconsidered upon the
submission of newly discovered relevant evidence not considered
with this application.

The applicants DD Form 214 reflects award of the VSM, however, DPSID is unable to substantiate the applicant was in the area of eligibility for this award.
